AI GOVERNANCE IN HIGHER EDUCATION

In 2025, FLACSO (Ecuador campus) decided to pioneer the responsible integration of artificial intelligence into its academic and administrative activities. Recognizing the transformative potential of these technologies, we developed a comprehensive governance framework that would allow them to leverage AI in an ethical manner aligned with their institutional values. When we began our consulting work, we focused on understanding the current state of the institution and its future aspirations in relation to the use of data and AI. We conducted an in-depth assessment that included interviews with key stakeholders in the university community and an analysis of the Ecuadorian regulatory framework. This allowed us to identify opportunities for improvement and design a governance framework tailored to their specific context.
The governance framework is based on four interconnected functions that any member of the community can apply: mapping the context of AI use, measuring impacts and risks, proactively managing identified issues, and maintaining continuous training or digital literacy. This methodology translates into practical tools that guide users in critically reflecting on their use of AI. A distinctive feature is the positive incentive-based approach. Rather than prohibiting or limiting the use of AI, it seeks to recognize those who use it ethically and responsibly through self-assessment tools that empower people to make informed decisions about these technologies.

The framework includes specific policies for responsible data management, protocols for acquiring AI tools, and risk management strategies covering institutional, academic, ethical, and legal compliance aspects. Everything was carefully aligned with current Ecuadorian regulations, especially the Personal Data Protection Law. The result is a comprehensive yet flexible system capable of adapting to different types of use and levels of technical sophistication. From students using generative tools for academic support to research teams developing complex models, everyone finds practical guidance and useful tools.

In an educational context where critical thinking and originality are the fundamental pillars of learning and research, the informed and ethical use of AI tools becomes imperative. AI governance in universities is not only an operational necessity, but also an institutional responsibility towards preserving academic integrity and developing independent thinking.
